SummaryTaken from a top-rated session at the 50th Annual Meeting, this session will provide a concise overview of these complex regulations (Export Administration Regulations, International Traffic in Arms Regulations, and the Office of Foreign Asset Control). Topics to be covered include the differences between EAR and ITAR; key export control issues and how these issues affect universities; how to determine the need for a license; sanctions for noncompliance; and export control management plans. Speakers: Kay Ellis, Associate Director, Export Controls Officer, Office of Sponsored Projects, The University of Texas at Austin; Marianne Woods, Senior Associate Vice President for Research Administration, The University of Texas at San Antonio Presented byKay Ellis, Associate Director, Export Controls Officer, Office of Sponsored Projects, The University of Texas at Austin Ms. Ellis was with the University of Oklahoma for ten years prior to joining Oklahoma State University in 2002. As Director of University Research Programs, she implemented an export control compliance program and was the university's empowered official. In March of 2008, she became the Export Controls Officer and an empowered official for UT Austin and is the point of contact for all export control issues. She provides training in this area and oversees the procedures put in place to ensure the University's compliance with federal export control regulations. Ms. Ellis is currently Chair of the National Council of University Research Administrators (NCURA) Region V. She has given presentations, online chats and workshops on export controls at NCURA regional and national meetings and for other professional organizations. Marianne Rinaldo Woods, Senior Associate Vice President for Research Administration , The University of Texas at San Antonio Dr. Woods is responsible for all aspects of research administration including the Office of Sponsored Programs (pre and post award); the Office of Research Integrity and Compliance; the Office of Contracts and Industrial Agreements; the Office of Laboratory Science and Facilities; and, the Office of Commercialization Initiative and Innovation. She is also responsible for development and implementation of university-wide policies and procedures ranging from export controls to intellectual property. Marianne is a former co-editor of the NCURA Newsletter, former member of NCURA's Professional Development Committee and Membership Committee, and a former member, both elected and Presidential appointee, of NCURA's Board of Directors. She is a past recipient of the NCURA's National Distinguished Service Award and NCURA's Region V Distinguished Service Award. She has served as faculty for NCURA's Fundamentals workshop and Export Controls & Embargoes seminars, and is a currently faculty for NCURA's Departmental Research Administration workshop. Marianne also serves on the Council on Governmental Relations Board of Directors. | |
