ABOUT THE SPEAKER:
Chester M. Miller is the Principal of Leadership Change Management International, LLC, a Maryland based company with a mission to provide organizational development services. His background and experience as a law enforcement executive coupled with his training and subsequent business background gives him unique qualifications as a law enforcement instructor. Mr. Miller has extensive experience working with several law enforcement agencies in the United States and in 65 foreign countries.
 
Mr. Miller developed and teaches courses to U.S. and foreign law enforcement officers on topics such as leadership, time management, dynamics of change, strategic planning, accountability, police ethics, performance management, group facilitation, effective meetings, conflict management, problem solving, program evaluations, task alignment, employee motivation techniques, hostility in the workplace, intelligence operations, counter terrorism, joint task force operations and vulnerability assessments.


Mr. Miller is a retired Maryland State Police lieutenant with 25 years of law enforcement service and experience. He has worked with senior government, military and police officials in several foreign countries to develop and establish National Level Counter Terrorism Centers and is a senior lead instructor for the U.S. Department of State providing instruction on variety of law enforcement subjects at the International Law Enforcement Academies in many foreign  ountries. He has an Associate of Applied Science degree in Criminal Justice from the Community College of Baltimore County; a Bachelor of Science degree in Police Management & Leadership from The Johns Hopkins University and a Master of Science degree in Police Management from Johns Hopkins University.
 
Mr. Miller is an Associate Professor, Criminal Justice and Investigative Forensics at the University of Maryland - University College . He is a member of the Maryland Troopers Association, Association of Former Intelligence Officers (AFIO) and has twice been published in the National Sheriff Magazine for writing articles titled, "Vision: The Key To Renewing Your Organization" and "The Silent Noise That Can Drain Your Organization." Mr. Miller is currently in the process of writing a book on the subject of police leadership.
